AGM 2026 Updates!

Hello friends,

We are pleased to announce the following updates from our recent AGM that took place on Friday, April 10, 2026!

  1. Members voted YES to the proposed bylaw amendment to add a 2nd Vice-President position for the local
  2. Members voted YES to pass the 2023 to 2025 finances for the local
  3. Members voted YES to amend the agenda and defer the election of all executives to the next AGM due to occur in Spring/Summer 2026
  4. Delegates & alternates for the CEIU National Triennial 2026 happening in Vancouver, BC were selected by President Alex Solis as per the current Local 556 Bylaws. Delegates to this year’s convention will be Alex Solis (President) and Meg Harris (Secretary/Treasurer) and our alternate/observer is Cathy Suklje (Vice-President)

The financial update is crucial as we still have members waiting for their 2023 strike pay top-up as our local did not have enough funds on hand to cover every application. Once we submit financial documents with the meeting minutes to CEIU National and CEIU Ontario, funds will be released!

4. Delegate/alternate call for the 2026 CEIU National Triennial and vote

Agenda Note:
In the event that all matters cannot be attended to due to time constraints, the agenda will be amended to move the 2023-2025 budget presentation and VOTE to a 2nd meeting at a later date to ensure the urgent matter of local elections / triennial is taken care of ahead of CEIU deadlines.

Convention Call: 2026 CEIU National Triennial
The 17th National Triennial Convention will take place on the traditional ancestral and unceded territories of the Musqueam, Squamish, and Tsleil-Waututh Nations, known today as Vancouver, British Columbia, from September 14 to 18, 2026, under the theme “Rooted in Solidarity, Rising in Strength.”

Local 556 is the only local in electoral district #78 and entitled to nominate ONE delegate.  The delegates are to be democratically selected from the local executive and membership by the election committee.

Please note that if you are selected as a delegate or observer, you must provide a 300-word resume/candidacy flyer before Monday, April 13, 2026, as it must be shared with CEIU National.

Note for Attendees:
Only members in good standing (not RAND) are eligible for election and eligible to vote although everyone is able to attend.

Note for Candidates:
If you are interested in seeking a position, please ensure that you secure a member in good standing as your nominator, and another member in good standing as your seconder. If you are interested in advertising candidacy, please advise us no later than Wednesday, April 1, 2026, if you wish to provide a photo/bio/election resume/flyer to be distributed and posted.

Strike Pay Calculation Chart

Hello Friends!

Here is the strike pay calculation chart that was provided to locals by CEIU Ontario Region. We decided to pay up to Step 1 of the classification to ensure every member was covered.

Each member is entitled to make a claim with the PSAC Hardship Fund if top-up to Step 1 does not cover your needs. You can make that claim here: PSAC Strike Hardship Fund

The strike pay rate is based on the old salary minus deductions (at 34%) and then we factor in what was already paid by PSAC at $75 per day and CEIU Ontario Region at $50 per day.

Strike Pay Top-Up: We are taking Requests!

Hello friends,
Local 556 is now in a position to receive your strike pay top-up requests. Here is the information and you may access the form by clicking here.

IMPORTANT!

You will only be able to submit this form ONCE. Make sure to carefully read and answer the questions properly to the best of your ability. Please do not send us multiple requests. If you need to reach out due to a mistake on the form or need some additional clarification, please contact us.

Please note you will receive a copy of your submission sent to your email for your records.

STRIKE REQUIREMENT FOR PAY

In order to receive strike pay, you must have been on strike at a picket location or have been provided prior approval for alternative accommodation. We will not be issuing strike pay to any member who did not picket or chose to work during the strike instead. If management encouraged you to work instead of attending the picket line, please let us know.

ESSENTIAL SERVICES DESIGNATION

Please note we require you to indicate the code on your Essential Services Notification Letter from the employer – Code 1, 2, 3 or a combination if you received one.

INFORMATION FOR STANDARD REQUESTS (Full member, RAND members/New hires)

A standard request is for any member of CEIU Local 556 Toronto RHQ – whether you are a full member, a RAND member or one of the new hires. This means you currently occupy a substantive position at Service Canada and reporting to 4900 Yonge Street, Toronto prior to strike action – this includes those of you on leave.

If your substantive position is located at the front end, please contact CEIU Local 559

SPECIAL REQUESTS – TRANSFER IN

If you transferred positions from another location (anywhere in Canada) and were not not signed up with CEIU Local 556 prior to strike action, please indicate that you are a transfer in. In these cases, the union dues you remitted were paid out to your old local for as long as you were signed up as a member. Please contact your old local to inquire about their ability to process your strike pay and let us know the result. We will triage your request but we will need to see that you have done your due diligence to contact the local that received your dues and we are happy to have you here.

SPECIAL REQUESTS – TRANSFER OUT

If your prior substantive position was located within our local and you did not transfer your membership out prior to strike action, please indicate that you are a transfer out. We understand that as a local we received your dues and thank you for your service while you were part of our local. We will assess your situation and triage the request accordingly.

RESPONSIBILITY

Please note that responsibility falls to individual members across PSAC/CEIU to ensure they are registered as full union members, and registered with the correct local. We do understand that several of you attempted to register and transfer prior to the strike and understand this has been a stressful and confusing situation. We endeavour to work with all of you to rectify your situation as a local as best we can!

If you are not from Local 556 or are not transferring in or out, please do not sign this form! Any information submitted through this form will be considered transitory and therefore not retained. We are unable to process any requests relating to the transfer of your information to the correct local.

FOLLOW UP PROCESS

Once your inquiry is received, you will receive a response indicating that you are required to provide a Phoenix pay stub from 2023 to the email for payment calculation purposes ONLY. If you are unable to attach a pay stub, please indicate that you require an alternative method of accommodation including in-person or mail in services. Please ensure you respond directly to that email so that we can keep track of your case processing documentation. Members who were designed Code 2 and then called in to work, will be required to provide additional financial assurances that they did not receive strike pay and employer pay for the same dates. Members who were designated Code 3 or did not receive a letter should have been on the picket line.

TIMELINES

Please note that we do not yet have a firm timeline in place for the calculation and issuing of top-up payments but aim to do so as quickly as possible. We will provide updates as soon as they become available.

PAYOUT

Our local will be issuing our strike pay-top up via CHEQUE and will require you to sign off on receipt should your request be approved. Please note we do not have the ability to issue e-transfer payments and apologize for that inconvenience. Once your cheque is ready for pick-up, we will indicate when available and arrange accordingly. We can provide accommodations to those working from home or to those unable to attend to the office but that option will be on a limited basis. (eg. DTA, illnesses, etc.)

AMOUNT

Please note that our local is in process of calculating the total amount available to pay our members. If for any reason your top-up falls short of your net pay, PSAC has set up a procedure for hardship requests. We will provide confirmation of our top-up availability as soon as that information becomes available.

PRIVACY POLICY

Please note that all information provided to us is Protected and not shared with the general membership or the employer. We respect your privacy. We will use this form to process strike pay requests and to update our membership list only. The information provided will not be utilized for any other purposes.

This form submission, and any files associated with it once submitted, are confidential and are only shared with the intended recipient(s) – your local executives and/or CEIU/PSAC Ontario Region staff. Any unauthorized review, use, disclosure, or distribution is strictly prohibited and therefore will not occur. We will never distribute your information to any other third party outside PSAC/CEIU without prior written consent as per the Personal Information Protection and Electronic Documents Act (PIPEDA).

EMAIL

Please note you are required to provide a personal email address for union purposes at all times. You are not allowed to use and we are not allowed to contact you on the employer network. Work email addresses are not to be used.

Strike Pay Top-Up PENDING

Hello friends,

Please be advised that our local is in the midst of preparing to calculate strike pay top-up for our membership. We will update you with information as soon as it becomes available. CEIU is offering all locals a training session tomorrow, Wednesday May 31st, 2023 on the topic. We will be attending to ensure we are in the best position to have this task completed as soon as possible.
