To register as a member of our specific local, please select “Treasury Board” as the Employer and “Department of Employment and Social Development”. The information provided in the registration form will then be disseminated to our component which is the Canada Employment and Immigration Union (CEIU) and then to us, your local executive.

Types of Membership – RAND vs. MIGS
Why you should sign a union card.
“RAND” refers to the Rand Formula, which is a Canadian labour law principle that requires all employees to pay union dues, even if they are not union members, because they benefit from the collective agreement & union representation. The formula stems from a decision by Justice Ivan Rand of the Supreme Court of Canada in 1946.
This enables unions to pool resources and support workers by covering the costs of bargaining, enforcing collective agreements, and labour campaigns that advance members’ rights. Please visit PSAC’s website resource on the formula here.
Signing a union card, which means to register with the union ensures you become a MIGS – a member in good standing. This enables you to have the right to vote and choose the leadership at various points, including the leadership of your union local and component representatives who attend conferences, conventions, and meetings on your behalf. These are places where decisions are made including about setting union dues and other key matters including the budget and important resolutions and amendments to bylaws and policies.
While registration is optional, we highly encourage you to sign up and VOTE! Even if you do not, we do listen to the comments and feedback of our Rand members and they are still entitled to equal representation.
